Water Services Bill: Privatization and Charges

I think there is an enormous amount of naivety surrounding the future of Irish Water and water charges which probably has not been clarified by the recent passing of the Water Services Bill. First is that it is inevitable that the private sector will take an increasingly significant role in managing and providing water services in Ireland which will lead inevitably to privatization. The current situation of paying companies to operate water and sewage treatment facilities does not make long term sense as the investment in plants is simply not being made. Also the lack of a coherent and suitable training as well as the absence of a career structure in the industry needs to be addressed and this is probably best served by privatization. There are few companies with the experience to take on a sector of this magnitude and so it is obvious that one of the major European water companies would be best suited.


The second area of naivety surrounds water charges. What is the charge for exactly? The current suggestion of €300-350 as an average seems to be for water supply…in other countries there are two charges one for supplying water and another for taking it away after you have used it for treatment and finally disposal. So inevitably water charges contain two separate elements. So will you only pat half of the water charge if you have a home treatment system? It would appear that we should expect a second charge for wastewater bringing the expected total bill to around €500-750 per household which would be similar to that in the UK. This is something that I would like to see clarified.

September edition of Science Spin now available



The latest edition of Science Spin, Ireland’s own science magazine edited by Tom Kennedy doesn’t have anything specific on water this issue but is well worth a look anyhow.  There is a very interesting article by Tom looking at the levels of metal contamination in Dublin soils, with As, Pb and Hg all showing surprising high concentrations in the topsoil.  This is quite surpsing given the relatively low level of industrialization. Septic tank charges and community advisory groups


A letter dropped through my letter box yesterday from Wicklow Council inviting me to register my household wastewater treatment system (if I have one) before February 1st, 2013. By last Friday only 2,500 households had registered their septic tanks. This is a huge disappointment to the Irish Government who had hoped that their €5 early registration fee incentive for early, set to end on the 28th of this month when the normal fee of €50 euro will come into force, would see the majority of systems registered. According to the CSO there are 497,281 septic tanks and household treatment units in the country, but this is probably a huge underestimation when holiday homes and more isolated dwellings are taken into account. Rural people are very concerned that the follow up inspections will force them into huge investments, with the added worry of unscrupulous individuals selling unnecessary upgrades and package systems to the unsuspecting owners, especially elderly who are most vulnerable in rural areas. My advice is to get registered now at the reduced rate and save yourself €45 as it is inevitable that all tanks will eventually be traced through ESB connections etc. The best approach to the inspections is to form community advisory groups to follow up on inspection reports and to help locals get the best advice and price on upgrades where necessary

Septic Tank Inspections Start in Six Months Time

Inspections of septic tanks and small household systems will commence in February 2013. The performance standards, essentially that they do not cause a risk to human health or the environment, are explained in the Water Services Acts 2007 and 2012 (Domestic Waste Water Treatment Systems) Regulations 2012. (Link). For the first time regulations have been set for the operation and maintenance of systems including frequency of de-sludging.

There will be some complex issues arising, one will be odours. The problem is that if the tank is properly vented then odours will be released either at the tank level or at the sewer vent at the roof top…so odour generation becomes a complex issue of wind direction, speed and temperature. The crust formation on the tank does reduce odours but with more frequent desludging and less scum developing due to greater detergent use and less use of heavy fats and oils…then crust formation is slower to form and less developed leading to odour release. To quote from the department of the Environment webpage: ‘There is no question of imposing modern standards, for example those set out in the EPA’s 2009 Code of Practice, to older systems. Nor is there any question of householders having to acquire additional land to facilitate remediation work. Where an on-site system fails an inspection, the remediation work required will be based on factors such as the nature of the problem, the extent of risk to public health or the environment, existing site size and the hydrological and geological conditions present’.

Activated Sludge Foaming - New Publication

PhD student Martin Fryer and Professor Nick Gray of the Water Technology Research Group, based in the Centre for the Environment have published a new and precise method for estimating foam development in full scale aeration tanks in wastewater treatment plants. Foaming is a major problem in the operation of activated sludge treatment which is a biological process that treats 90% of wastewater in the developed world. The new methodology opens up the possibility of better foam prediction allowing more time for operators to prevent problematic foam occurring; as well as now being able to measure the effect of remedial action. The foaming Scum Index (FSI) has been presented in the latest issue of the Journal of Environmental Management.

New Paper on Co-treatment of Acid Mine Drainage with Domestic Wastewater

In a new paper published by Theresa Hughes of the Water Technology Research Group the concept of treating acid mine drainage with conventional domestic wastewater using activated sludge has been shown to be a viable option. Using a synthetic drainage toxicity tests showed that activated sludge can withstand high proportions of AMD (EC50 19–52% AMD by volume). Laboratory-based sequencing batch reactors were also used to examine the treatability of AMD. Results from OUR inhibition tests on acclimatized activated sludge indicated that over a relatively short timescale (21 days), the activated sludge microbial community can adapt to AMD sufficiently so that shock loads of metals and acidity do not significantly inhibit OUR.

Cheap Septic Tank Registration Offer

The pressure on rural householders to register their septic tanks has been increased by Minister for Environment Phil Hogan by offering a reduced septic tank inspection fee of €5 if they register within the first three months of the new scheme rather than the standard €50 fee .  However, little or no information has been made to householders about how to register, leading to confusion.

Abstract
The protozoan community in eleven activated sludge wastewater treatment plants (WWTPs) in the greater Dublin area has been investigated and correlated with key physio-chemical operational and effluent quality parameters. The plants represented various designs, including conventional and biological nutrient removal (BNR) systems. The aim of the study was to identify differences in ciliate community due to key design parameters including anoxic/anaerobic stages and to identify suitable bioindicator species for performance evaluation. BNR systems supported significantly different protozoan communities compared to conventional systems. Total protozoan abundance was reduced in plants with incorporated anoxic and anaerobic stages, whereas species diversity was either unaffected or increased. Plagiocampa rouxi and Holophrya discolor were tolerant to anoxic/anaerobic conditions and associated with high denitrification. Apart from process design, influent wastewater characteristics affect protozoan community structure. Aspidisca cicada was associated with low dissolved oxygen and low nitrate concentrations, while Trochilia minuta was indicative of good nitrifying conditions and good sludge settleability. Trithigmostoma cucullulus was sensitive to ammonia and phosphate and could be useful as an indicator of high effluent quality. The association rating assessment procedure of Curds and Cockburn failed to predict final effluent biological oxygen demand indicating the method might not be applicable to treatment systems of different designs.

The Centre European d’Etudes des Polyphosphates (CEEP) is the major centre for the polyphosphate industry which carries out work on all aspects of phosphates especially recovery and recycling of phosphates, sewage treatment ad eutrophication. They have a very extensive research and information base available through their website. You can also add your name to their free newsletter which outlines current R&D in the area. The Chlorine Institute

There are so many interesting an informative websites in cyberspace now that it is hard to keep track. An interesting one for me is the Chlorine Institute which works with the Chlor-alkali industry. Chlorine is synonymous with water and wastewater disinfection, although it has enormous industrial applications. But those of you interested in the use of chlorine and its derivatives for water disinfection should check out this large and informative site. Crap in a Bag Could Change the World?

Introducing the Peepoo. This is a novel approach to improving sanitation while at the same time creating useful biomass and fertilizer. The use of night soil has been exploited by farmers for centuries, but the introduction of the Peepoo is a clever idea to prevent disease transmission and to generate income in developing countries.
The Peepoo is a biodegradable plastic bag 14 x 38 cm which people use as a portable toilet. The bag contains urea powder which reacts with the urine and faeces helping decomposition but also raising the pH. Pathogens are inactivated within 2-4 weeks depending on the temperature. The bioplastic is made from a mixture of aromatic co-polyesters and polylactone acid (PLA), with small additives of wax and lime. With time these degrade in the soil to release the N and P as well as adding vital water retaining biomass to the soil. As fertilizer is expensive in developing countries many local suppliers of Peepoo bags pay a small refund if the bag is returned full. These are then stored in heaps and allowed to slowly degrade producing a sellable nutrient enriched biomass for local farmers. One person using the bags for a year is equivalent to an artificial fertilizer loading of 6 kg urea 2 kg Total P and 1 kg potash.

PhD Awarded to Water Technology Research Group Member

Congratulations to former Water Technology Research Group research student Donata Dubber who was awarded her PhD degree today.  The title of her thesis was  The effects of anoxia and anaerobia on protozoan communities in activated sludge operation. The study was supported by Science Foundation Ireland.

New Wastewater Treatment Plant for North Dublin

Fingal County Council has identified nine possible sites for its new wastewater treatment plant to serve North Dublin County. This will also include a new sewerage network and a marine outfall.   It is holding a number of public consultations days at their offices in Swords.  Further details can be accessed at their website.

PhD Student Wins Award

Congratulations to PhD Research Student Theresa Hughes of the water Technology Research Group, who won the best student paper award at the 2011 national meeting of the American Society of Mining and Reclamation held at Bismark in the USA for her paper 'Co-treatment of acid mine drainage with municipal wastewater using the activated sludge process: preliminary treatability studies.'  The paper has been published in the conference proceedings: Reclamation: Sciences Leading to Success edited by Professor  R.I. Barnhisel, pages 283-305, published by the ASMR, Lexington .

UK river quality continues to improve


The official figures for UK rivers have shown a significant improvement in overall quality with many famously polluted rivers now of good quality. There is no doubt that the new Water Framework Directive has given that extra impetus for the improvement with all agencies, landowners and other stakeholders working closely together to achieve good quality status or higher in all surface waters by 2015. Link In contrast, Irish rivers struggle to meet EU targets with EPA figures not revealing the true extent of the problem.

Otter populations in England make a comeback

The Otter (Lutra lutra)  almost become extinct in England from the mid 1950’s through to the early 1970’s due to river pollution and in particular organochlorine pesticides.  This month Environment Agency announced that the otter is now to once again to be found throughout England with 59% of traditional otter sites surveyed (2,940) now colonized compared to just 6% in 1979. Rivers in England are now the cleanest they have been for the past 20 years and with fish stocks improving recolonization of rivers by otters and salmon has been seen as the last step in the restoration of England’s rivers.  Link Otters are also very common on many Irish rivers, but as numbers of otters increase there are concerns from many fishing clubs that their restocking and restoration work is simply filling the otter’s larder!  This has led to some conflict between conservation and angling organizations.

Discarded larger cans and sewage fungus

 I was doubly interested in a recent newspaper article this month concerning a company owned by Heineken UK.  It was recently fined for polluting a tributary of the River Leadon in Herefordshire. Leachate from apple waste had accidently found its way into the stream during site work causing a sewage fungus outbreak and also a fish kill.  The reason why this story caught my interest is that for many years I worked on sewage fungus here in Ireland, but over the years it has become a very rare site here in Ireland and also I suspect in England…which is a good thing unless it  happens  to be your research area!  The microbial ecology of sewage fungus is quite fascinating being largely comprised of filamentous heterotrophic bacteria, although there are three filamentous fungi which occasionally form part of the community.  The other reason why the story interested me was that I was sampling a section of river today and the bank was covered with discarded cans of Heineken larger, obviously a remnant of some summer party.  So I have made a new resolution and that is always to pack one plastic sack and a litter picker along with my sampling gear and make sure that at every site I visit I clear up any bank side litter before I leave and try to bring a full sack of litter/rubbish back each trip and recycle what I can.

SODIS Solar drinking water disinfection

 SODIS is short for solar water disinfection and is perhaps one of the simplest and safest ways of treating water in developing countries. Transparent plastic bottles (PET) are filled with settled water and left in the sun for 6 hours. A mixture of temperature and UV-A rays inactivate viruses, bacteria and protozoa making the water safe for consumption. It also works in cloudy conditions although it is recommended that the bottles are exposed to light for 2 consecutive days. 5 million people rely on this method for safe water.
